On March 13, 2023, the Policy Evaluation Research Institute (PERI) published “Policy Evaluation Reform: The Right Policy Starts with the Right Evaluation” as the second installment in the PERI Policy Series.

PERI analyzes policy evaluation issues within our society and identifies tasks to address them aiming to establish the best policy evaluation system in Korea.

Policies that have been controversial in Korean society, such as the division of labor in medicine, the National Basic Livelihood Security System, comprehensive taxation of financial income, the work incentive tax system, the basic pension system, the Four Rivers Project, nuclear power plants, and measures to reduce the birthrate, have often lacked pre- or post-evaluation or have been inadequately evaluated.

It is important to evaluate policies before their implementation and after, encompassing pre- and post-evaluation. This is because it is through policy evaluation that we can properly determine the reasons for the success and failure of policies and seek ways to improve them in the future.

There is an urgent need for the attention of relevant organizations and experts to propose reforms concerning policy evaluation and explore concrete measures.
